It should be different for every person due to the place you live in so I will show you how to write an appropriate official letter and what kind of arguments you can use in order to prove your point. Let's go :)

Dear Sir or Madam,
(if you know the name of the person you're writing to, you can mention it with Mr./Mrs./Ms.)

I hope that this letter will find you well. My name is<your name> and I am writing in order to express my deep concern about the state of employment in <here you go with the name of the place you live in>.

Everybody can clearly see that
<here is the place for your first argument, go with something big and obvious, you will get to the details later on, I'm gonna use a random example here, try giving than one ;)there are thousands of people looking for food wherever they can. Our children cannot find a proper employment and so, their talents and hard work they delivered at schools does not pay off at all. <Now we've got a good opportunity to go into the detail and present some data> Statistics show that at least 20% of people who are fit for work will not find a suitable job in the next year <now, that was grave, it should make our side of the story well heard>.

<Next paragraph is important, because it gives some suggestions for the counter-measures for the problem> Obviously, we don't expect the government to magically conjure new work opportunities, but changing the policies to make it easier for people to start their own businesses or enroll as temporary workers would help a lot. We want to work but surprisingly, we cannot afford the fees connected with starting a new line of career. <you can and you should add more suggestions here>
