It depends on what you mean by "price." If you're talking about a financial price--getting people to do action X for money Y, where X is something they would normally never do, then no. Some people are only weakly motivated by money. Some people hold to some values so strongly that there exist actions they would rather die than do.
On the other hand, if "price" includes any form of inducement, I would say that the person with no price is very rare indeed.
The price for many people might be social. If you had the power to utterly ruin a person's reputation if they didn't do X, a lot of people, including folks who don't care about money, would probably do X.
For a lot of people, it's loved ones. Tell someone you can cure their sick child's cancer if they do what you say and a lot of people will accept that price for a lot of actions, likely up to and including killing themselves or others. Alternately, tell them you'll kill their family if they don't do X and you'll have found many people's price.
We all have something we care about. Maybe not money, but something. A person in a position to offer or withhold what we care about can get us to exchange quite a lot
