The Election Commission :

of India was established in 1950. It is an autonomous constitutional body which oversees the conduct of free and fair elections in the country. It administers control on the election conducted for the Rajya Sabha, Lok Sabha, State Legislative councils, assemblies as well as the President and Vice-President.

A political party :

is an organized group of people or bodies who seek to capture political power through an election in order to run the affairs of a country. It often puts forward candidates for public office. In a democracy, leaders must "run for office" in an election.
