All the prokaryotes have been kept under the kingdom of Monera. Both cyanobacteria and heterotrophic bacteria are prokaryotes and hence are being kept under the same kingdom. Mode of nutrition is the major difference between cyanobacteria and heterotrophic bacteria. So, this classification is justified.
