we can first law gives the qualitative definition of force. Because force is needed to push, pull and bring objects into motion.hence newtons first law of motion gives a qulitative definition of force. The first law says that "The state of motion of an object will not change unless acted upon by an outside force"

The qualitative definition of force on the basis of Newton's first law of motion is as follows: "force is that external cause which can move a stationary object or which can change the state of motion of a moving object."

Newton's second law of motion gives the quantitative definition of force. In the given situation, the coin having a force of friction greater than or equal to the centripetal force provided by the rotation of the disc will revolve with the disc.
