In Botanical terminology, a bulb means a short stem contains fleshy leaves or thick leaf bases, for storage of foods during dormant periods.  

Bulbil is a very small-sized bulb, which is also known as bulblet or bulbel.

In some plants, like in tiger lily, bulbils develop on the axils of the leaves.

The plants of Alliaceae family or the onion group members have bulbils growing on the tips of their flowers, or sometimes in place of the flowers.
