1. It is a permanent body . ( Term 6 years )
2. It should not have more than 250 members.
3. Out of 250 members, 238 are elected.
4. 12 members are nominated by the President.
5. Every member must be a citizen of India.
6. He should not be below 25 years of age.
7. One-third of the members retire every SECOND year.
8. The Vice-President is the Chairman of this house.
9. MLAs of State Assemblies elect its members.
