Residuary powers are those powers which can be made by the parliament only. It is different from 3 lists, union list, state list, and concurrent list. ... Such power shall include the power of making any law imposing a tax not mentioned in either of those Lists.

Residuary powers are those powers which can be made by the parliament only .RESIDUARY LIST is the list which contains subjects that do not comes under Union list , State list or Concurrent list. These subjects came after the Indian constitution was made. So it was not added in any of the initial lists. The Union government has the power to legislate these subjects
