In the background of the Chauri Chaura incident Mahatma Gandhi suspended the Non Co-operation movement in 1922.

The suspension of the movement appeared as a bolt from the blue at least to some members of the Indian National Congress.

This was how the first phase of the Non-violent Non Co-operation Movement came to an end.

b. Initiative of Chittaranjan and Motilal:  

After the suspension of the Non Co-operation, the Indian-national movement came to a temporary halt.

Most of the national leaders at that time were interned. At this juncture some Congressmen like Chittaranjan Das, Motilal Nehru, etc. thought of continuing the national struggle in a way different from that of Gandhiji.

They forsaking the earlier decision to boycott the Legislative Councils thought of joining them to wreck the reforms from within.

This group of Congressmen came to be known as ‘Pro-changers’. It was under these circumstances, that the ‘Pro-changers’ like Chittaranjan Das, Kelkar, etc. founded the ‘Swarajya Party’ in 1922.

c. Programme of the Swarajya Party:  

It was decided, through the mediation of Gandhiji that the Swarajyists could work with their programme remaining within the Congress fold.

 

As a result there was no question of the Swarajyists’ delink with the Congress.

However, between 1923 and 1926 the Swarajya Party besides taking part in elections to the Central and Provincial Councils captured local bodies and municipalities all over the country.

Spectacular achievements were made by the Calcutta Municipal Corporation under the leadership of Chittaranjan Das and Subhas Chandra Bose.

After this body was captured by the elected members of the Swarajya Party (1924) Chittaranjan Das became its first Mayor and Subhas Chandra Bose the Chief Executive Officer.

Congress leaders felt that it was important to stand against the British policies and argue. Due to Gandhiji's decision to quit the non-cooperation movement, many Congress leaders withdrew from the party and made an independent party named Swarajya party which was leaded by CR Das and Motilal Nehru. Their purpose was to enter the legislature and oppose the unfair British Policies. They were successfully elected in the central parliament. With this they played an important role to fight against British and it's prestige increased with time. However with the death of CR Das, the prestige of the party declined.
