After Gandhi’s arrest (March 1922), there was disintegration, disorganisation and demoralisation among nationalist ranks. A debate started among Congressmen on what to do during the transition period, i.e., the passive phase of the movement.One section led by C.R. Das, Motilal Nehru and Ajmal Khan wanted an end to the boycott of legislative councils so that the nationalists could enter them to expose the basic weaknesses of these assemblies and use these councils as an arena of political struggle to arouse popular enthusiasm.

They wanted, in other words, to ‘end or mend’ these councils, i.e., if the Government did not respond to the nationalists’ demands, then they would obstruct the working of these councils.

Those advocating entry into legislative councils came to be known as the Swarajists, while the other school of thought led by Vallabhbhai Patel, Rajendra Prasad, C. Rajagopalachari and M.A.

The Khilafat Movement—The Khilafat Movement was organized by Shaukat Ali and Mohammad Al, to protest against the injustices done to Turkey by the British after the First World War. The Khilafat leaders wanted the British to accord better treatment to Turkey. Through this movement, Muslims were drawn into the national movement in large numbers. This movement soon turned into a national movement. The Congress leaders joined the agitation and popularized it.

The pro-changers—The pro-changers were a sub-group within the Congress. They were led by leaders such as C. R. Das, Motilal Nehru and Vithalbhai Patel. They wanted the Congress to take part in the elections to the legislatures and then to obstruct the working of the legislatures from inside. So they wanted to join the government and then oppose its policies.

Puma Swaraj Resolution—In December 1929 at the Lahore session, the Congress declared Puma Swaraj or Complete Independence as its ultimate goal. It asked all Congressmen and nationalists to resign from the legislatures and not to participate n the elections. It was also decided that Henceforth every year 26 January would be served as Independence Day.
