After independence a planning commission was set up by Indian government in 1950. Its main task was to estimate the resources of country and plan to increase and to make an effective use of them. To determine the objectives and priorities and allocate the resources was one of the important tasks of commission. Planning commission was a constitutional and advisory organization. In August 1952 Indian government established National development council. The main objective behind establishment of council was to include various states and union territories in planning process and to decentralization. National development council leads the planning commission and time to time analyze the progress of it. Chief Ministers or deputy governors are also the members of council. It is also a constitutional and advisory body.
