As noted in General Assembly resolution 66/290, “human security is an approach to assist Member States in identifying and addressing widespread and cross-cutting challenges to the survival, livelihood and dignity of their people.” It calls for “people-centred, comprehensive, context-specific and prevention-oriented.The 1994 Human Development Report defined human security as people's "safety from chronic threats and protection from sudden hurtful disruptions in the patterns of daily life." Seven types of security were listed as components of human security: economic security; food security; health security; environmental security.(i)Human security is about the protection of people more than the protection of states. ... (iii)While the 'broad' concept of human security includes threats from hunger, disease and natural disasters which kill more people than war, genocide and terrorism combined.The UNDP Human Development Report New Dimensions of Human Security coined the term “human security” within the UN system. The report highlighted four characteristics of human security: universal, people-centred, interdependent and early prevention.Security is freedom from, or resilience against, potential harm (or other unwanted coercive change) caused by others.
