Anti-Comintern Pact, agreement concluded first between Germany and Japan (Nov. 25, 1936) and then between Italy, Germany, and Japan (Nov. 6, 1937), ostensibly directed against the Communist International (Comintern) but, by implication, specifically against the Soviet Union.

Answer: The Anti-Comintern Pact was an anti-Communist pact concluded between Germany and Japan on November 25, 1936, and was directed against the Communist International (Comintern).

In case of an attack by the Soviet Union against Germany or Japan, the two countries agreed to consult on what measures to take "to safeguard their common interests". They also agreed that neither of them would make any political treaties with the Soviet Union, and Germany also agreed to recognize Manchukuo.

Manchukuo was a puppet state of the Empire of Japan in Northeast China and Inner Mongolia from 1932 until 1945. It was founded as a republic, but in 1934 it became a constitutional monarchy. It had limited international recognition and was under the control of Japan.
