The State List or List-II is a list of 59 items(after the 101st Constitutional amendment act, 2016,entry number 52 and 55 deleted.) . Initially there were 66 items in the list in Schedule Seven to the Constitution of India. The legislative section is divided into three lists:Union List, State List and Concurrent List. Unlike the federal governments of the United States, Switzerland or Australia, residual powers remain with the Union Government, as with the Canadian federal government.

The Constitution of India in Schedule 7 provides for 61 items in the State List i.e. the states are entitled to make laws in regards to these topics.

But, If any law made by the states is repugnant or in conflict with any provision made by the Parliament which Parliament is competent to enact, or to any provision of an existing law with respect to one of the matters enumerated in the Concurrent List, then, the law made by Parliament, whether passed before or after the law made by the Legislature of such State, or, as the case may be, the existing law, shall prevail and the law made by the Legislature of the State shall, to the extent of the conflict, be void.

The law made by the state legislature can be enforced by a special provision when the President gives his ascent for the same. (Concurrent List)
