Surely aci- nitro form is stable since of form, (O-NO). Where due to oxygen atom which act as a electronegative molecule so that any electropositive molecule can attract and further increases it's strength.

When it's strength increases, it's stability tends to peak. There also exists a strong bond between oxygen atom & nitro group.

Hence aci - nitro form is more stable than nitro form.
