a) There is no strengthening tissue present in the stems or leaves. Thus the stems that holding the leaves can easily bend in the flow of water. Due to the presence of air pockets inside some of the stems of aquatic plants they remain erect.
b)Floating leaves are long, light and hollow, that is why they float over water surface.
