I was having the same issue. I think I have figured out the problem. On an assignment, students have the option to click "mark as done" (see the attached photo) and it will turn in the assignment, but the work isn't completed. On the teacher's end, it will show the student has turned in the assignment, but they haven't actually completed the Go-ogle form attached with the assignment. Therefore, you won't have a response from them to grade. Also, it will prevent this assignment from being shown as "missing" for that student. The only way I have figured out to undo this, is to log into that specific student's account and click "unsubmit" for that assignment. It will then show that the student hasn't actually turned in this work.
