When q has either 2 or 5 as its exponents then it will be terminating decimal expansion

HI Friend !!

To have a terminating decimal expansion , q must have its prime factorization of the form 2^m x 5 ^n

Its prime factorization must not have rest of the prime numbers like 3 , 7 , 11 etc ....

If it has numbers like 3 , 7 .. then the number will have non terminating decimal expansion
