Since the permanent settlement made Zamindars owners of land, peasants were left at their mercy. The Peasants had no right over land and could be kicked out any time. Zamindars got arbitrary powers to eject the cultivator and forfeit the agriculture stock for non-payment.

The condition of peasants under permanent settlement was miserable:-

i)productive and unproductive land was expected to furnish revenue at the same rates. This created a burden on the farmers of unproductive land.

ii)There was heavy taxes levied on lands which forced many small farmers for suicide.

iii)The revenue rates were so high that many Zamindars became defaulters. In time, this system proved to have disastrous effects. In 1811, the British government warned against the imposition of permanent settlement without a proper land survey.
