The one is the number of protons in the nucleus.The other is the sum of both protons and neutrons. It is atomic number that determines the element. Different atomic weights would be isotopes of the same element.

atomic weight is the weighted average mass of an atom of an element based on the relative natural abundance of that elements isotopes..and mass number is a count of the total number of protons and neutrons in the nucleus of that atom
