Loyalty is basically faithfulness to a cause, but it only involves duty or an obligation. Loyalty is s choice we can make and is usually not an emotion driven choice, it is mostly a thoughtful decision.

Devotion is more intense. It is an emotional choice, which involves love and affection. For example, you have chosen to devote yourself to a person because you have an intense amount of love for them.

Mostly, loyalty is used to define loyalty towards a cause or movement while devotion is used to define devotion to God.
