Difference between scale and balance:

Scales and balances are both common laboratory instruments while one measures mass and other measures weight........

Balance:

A balance doesnt measure weight,but it does measure mass.

Traditionally, the balance has two pans and was literally used to measure masses of objects by balancing the two pans.

Scale:

A scale.....however it doesnt measure mass,but weight. In scales there is no comparative measure that forces the scale to accurately compare the weight being measured to an idependent weight,like there is in a traditional balance.
