The dispersion medium of snow is liquid.

Dispersion medium is a solid, liquid or gaseous medium in which certain colloids are found to be dispersed.

Condensation of water in the sky leads to formation of colloids. These further forms rain or snow by aggregation of several water particles.

Therefore, snow remains dispersed in the liquid medium ,i.e. water.
