Titanium has the configuration [Ar] 4s2 3d2. Ti^2+ is [Ar] 3d2, Ti^3+ is [Ar] 3d1 and Ti^4+ is [Ar]. The 3p electrons are left alone in all of these ions. I think you are making an error in your configuration assignments.
