2y = 8x + 4 \\ \implies \: 0 =  \:8x - 2y + 4 \\ \therefore{} \: 8x + ( - 2)y + 4 = 0 \\  \: which \: is \: the \: required \: equation. \\  again \\  \\  \: comparing \: above \: equation \: with \: ax + by + c = 0 \: we \: get \:  \\ a = 8 \\ b =  - 2 \\ and \: c = 4
