Solution:

Equation of line

(x - x1) = m(y - y1)
here m is slope of line.to find slope

y = 2x + 3 \\ y = 2x \\ \\  m =  \frac{y}{x} = 2
Since line is perpendicular to this line,so slope is

m = -1/2

Equation of line is

(x - x1) = m(y - y1) \\  \\ (x - 1) =  \frac{ - 1}{2} (y - 5) \\  \\ 2x - 2 =  - y + 5 \\  \\ 2x + y = 5 + 2 \\  \\ 2x + y = 7
is the equation of line which passes through (1,5) and perpendicular to y= 2x+3
