First of all, let us understand what does combustion mean.

Combustion of any substance means that we are burning that substance in the presence of oxygen.

When carbon is burnt in the presence of oxygen, it captures the oxygen atoms very easily to produce carbon dioxide (CO₂) gas.

The reaction explaining the above statement is shown below.

C + O₂ ↑ → CO₂ ↑

If there is limited oxygen concentration, and we do combustion of carbon, the carbon atoms cannot easily capture the oxygen atoms due to their scarecity and carbon monoxide gas is produced.
