Then c be speed of light and V be speed of electromagnetic wave in a medium.

We know that 1/4pieEo=9*10^9........(1)

And Uo/4pie =10^-7.........(2)

Divide equation (1) by equation(2) so

1/Eo*Uo=9*0^16

1/EoUo=(3*10^8)^2

1/EoUo=c^2

So c=(1/EoUo)^1/2

For a medium is speed of electromagnetic wave in a medium is V then

V=(1/UE)^1/2

Where U is magnetic permeability of medium and E is electrical permitivity of medium.
