intermolecular forces and kinetic energy, forces bring them closer but kinetic energy resist this ,in solid kinetic energy is low and intermolecular forces is high but in liquid both are probably equal so they can flow and take any shape if we cool water kinetic energy will decrease and liquid will form solid
