1.Power is divided between a central authority and various constituent units of the country.
2. Two levels of government. One is for the entire country that is usually responsible for a few subjects of common national interest. The others are govts at the level of state or provinces that look after the day to day administration of their states.
3. Both the level of governments enjoy their power independent of the other.
4. a federal form of govt must have a written constitution and supremacy of the Constitution prevails ie. "lex supremus" (law is king")
