Answer
ELEMENT A has the atomic no 19 which means element a is potassium
Element B has the atomic no 17 which means element b is chlorine
Chlorine has a negative charge of 1 while potassium as you know has a positive charge of 1
So they are capable of forming ionic compounds
And we call the bonds ionic bonds as there are ions involved.
The formula thus obtained is KCl or potassium chloride
I hope this helps.
