- Why is it important to have an electronic voting machine?
- Electronic voting machines have the potential to avoid problems that occur with non-electronic voting such as the “hanging chads” that occurred in the 2000 US Presidential election. It is also faster to process and theoretically more accurate than people counting votes by hand.
- However the technology for voting is probably just passing “second generation” right now, and there are still lots of issues to work out, not the least of which being the hacking another answer brings up.
- Today, a reliable method of voting that is widely used and avoids many of the problems of paper while preserving some of its advantages is a hybrid of paper and machine in which voters mark a machine-readable form and then it is scanned and the results recorded. This avoids most difficulties (but not all) with hand-filled out ballots, takes advantage of the fact that the scanner/tabulation computer doesn’t get tired and can be more accurate, and provides a paper trail for auditing. Because these machines are seldom networked, they are less likely to be disrupted or corrupted, but they do require that someone program the system to record the results and that the results be captured in a systematic and secure way.
- It is important to understand that in the US, there are about 9,000 agencies or organizations that can hold elections, ranging from a township water district to cities, counties, and states. One of the results is that there is rarely much commonality in what is being voted on from one voting district to the next, and combined with different levels and means of funding and decision making, the solutions for voting have been and will likely continue to be diverse.
- I think there is now some better systems analysis going into voting by looking at it from a broader, more process-oriented approach that considers the interaction between voter registration, polling operations, and voting itself. As we are learning this “round” of voting, a perfectly safe and fully functioning voting machine (electronic or otherwise) doesn’t guarantee a safe & functional election, even if the EVMs don’t get hacked.
- If you are interested, I would encourage you to volunteer to work at a polling place near you. You’ll learn a lot and have a much better appreciation for the challenges of managing a sound vote.

The EVM comprises two units- Control unit and the Balloting unit. while the control unit remains in charge of the polling officer, the latter is kept at voting booth. The officer provides voters the balloting unit so that they can cast their votes by pressing the blue button.
