The substituents attached are: Nitro, Chloro and Methyl.

We already know that when a methyl group is attached to a benzene ring, it can be called a toluene.

So, this compound will end with toluene.

Numbering begins from the carbon atom attached to the methyl group.

Numbering is done so that the chloro group gets the lowest number possible.

So, numbering is done from the carbon atom attached to the Methyl group anti-clockwise, the Chloro group gets number of 2 and Nitro gets the number 4.

So, the IUPAC name is: 2-Chloro-4-nitrotoluene
