Explanation:

in (a) the ketone group is attached at 2nd position . That's why 2 is used before the suffix 'one'

in (b) if the carbon chain attached to a benzene ring has 4 or more than 4 carbon atoms then the carbon chain will be the parents chain. and here benzene ring is a substituent so it is used as "phenyl".
