First you and you peers talk to the person about his behavior and how it may be disturbing. This might not work, and you may have already tried this.
Secondly, you and other students go together to the pricipal so he grabs his attention. At this point the principal should take some action.
My main concern is that you may have done things backwards(or at least it appears that way from looking at your question). The obvious first thing was to ask the student to stop. Next you bring students behavior to attention of teacher or professor. The third step is to ask this person to stop as a group. Only once none of these solutions work do you bring it up to the principal.
