The ethnic composition of Belgium was very complex. Everyone was not getting equal benfits. Somehow the a

french speaking people were getting more benefits then others due to their majority in the capital. So in order to ensure equal benefits, opportunities and respect to everyone the government of Belgium had amended the construction r times.
