Carbon atom having 4 electrons in its outer orbit, and the oxygen atom having 2 atoms in its outer orbit so there will be double bond between oxygen atom and carbon atom

To satisfy the octate rule the 4 electrons of carbon atom pairs with the the 2 electrons of oxygen atom

So the molecule formed by one carbon atom and 2 oxygen atom hence carbon dioxide is form
