Copper oxide is a weak base, and it easily reacts with HCl forming soluble copper(II) chloride and water.

CuO(s) + 2HCl(aq) = CuCl2(aq) + H2O(l)

When dilute HCl is added to a small amount of copper oxide in a beaker, a greenish yellow gas is released and bluish green solution is formed.

Since, the metal oxides such as Copper oxide (CuO) is basic in nature, it reacts with acids such as HCl to form the corresponding salt and water. The reaction that occurs is called redox reaction.

The balanced chemical equation representing the above reaction is

CuO(s) + 2HCl(aq) --> CuCl2(aq) + H2O(l)
