sodium carbonate is basic in mature hence turns the litmus paper blue

properties

Sodium carbonate has a high melting point , a density of 2.53 g/cm3, and is soluble in water. A water solution of soda ash has a basic pH and a strong alkaline taste. When it is placed in a slightly acidic solution, it decomposes and forms bubbles.

hope this helps

If red litmus paper is immersed, the colour of the paper changes to blue.

Blue litmus paper remains blue.

This is because sodium carbonate, in solution form, is basic.

The carbonate ion accepts protons from water, liberating hydroxyl ions, since carbonic acid is a weak acid.

Na2CO3 + H2O -> NaOH + H2CO3

(kindly excuse the formatting)

EDIT: Apologies, I didn't notice the first part of the question.

Sodium carbonate is a white crystalline* solid, which is water soluble. It gives an effervescence with strong acids, like sulphuric acid, hydrochloric acid, et cetera. It doesn't have a characteristic smell*.
