Because shimla situated at higher altitude than Delhi. And it also situated at higher latitude than Delhi thus it gets inclined sun rays than Delhi.Thats why shimala is cooler than Delhi.

so.... Shimla is more cooler than New Delhi becoz the temperature increases as we go higher towards northern or Himalayan region.... as you know that Shimla is situated higher so it's temperature is cool.

New Delhi is hot becoz it is not an Himalayan region and side by side it is not situated upwards... and so much pollution is there so it is hotter....
