Having read the three prior responses, I notice that they are all wrong (though well meaning). Good try, but the distinction between “State” and “Government” is far more meaningful than a mere provincial subdivision or a country.

A “State” is a compulsory political organization with a monopoly on the use of social coercion (the four categories of social coercion are: Confiscation, Conscription Killing & War).

A “Government” is simply an administration of an organization. Most governed organization's have no “State” powers. There is corporate governance, for example. Every religion, charity, athletic body, musical orchestra, nature group … you name it; they all have governments.

The main distinction is that, at some level, society needs an enforcer with the powers of violent force, to stop us from doing bad things to each other. In today’s world, we have a system of “Nation States”. The nation state governments have varying degrees of power over their citizens, and different nation states are not supposed to subvert the affairs of other nation states.
