where

a = regression intercept

b = slope of the line

X = independent variable

Y = a + bX is the required equation.

Given that the slope of a regression line is 3 units.​

i.e. b = 3  units.​

Put this value in eq (1)

Y = a + 3 X

Divide above eq by X

∴  \displaystyle \mathbf{ \frac{Y}{X} = \frac{ a}{X} +3}

This is the rate of change in dependent and independent variables.
