Special powers of Rajya Sabha are —
1) Under Article 312 of the Constitution, if Rajya Sabha passes a resolution by a majority of not less than two–thirds of the Members present and voting declaring that it is necessary or expedient in the national interest to create one or more All Indian Services common to the Union and the State. Parliament has the power to create by law such services.
2) It can declare any subject in the state list as the subject of national interest and empower the parliament to legislate it.

There are 245 members of the rajya sabha. The members of the rajya sabha can choose the president and prime minister. They are from different states of the country.
