the shortcut can made with :-)
hold with right mouse button on the paint app and drag it on the destop u can see shortcut is created

 I just tried it and it works on both xp and windows 2000. the reason is that the "location" field is basically a field where you enter text that would normally be entered in start>run. so, if you do start > run and type command (to open command prompt), it's the same as making a shortcut pointing to "command."
