pure water doesn't form lather with soap or few amount of soapdue to absence of Na and Mg salt or minerals because of the formation of scum (ppt) which is formed by the reaction of fatty acid and Ca or Mg which decreases the cleaning action of soap .But in pure water soap produce lather with soap and easily cleaning action performed by soap.
