Dissolve metal oxide in water, this will give Hydroxide ions in the solution.
Now you can use Litmus Paper or pH paper to check whether the solution is acidic or basic.
Litmus paper will turn blue or the pH paper will show the colour for basic solution .
This shows that the metal oxide is basic in nature.
Reaction are as follows
CaO + H2O ---> Ca(OH)2

b)The oxide ions in a metal oxide generally react with water to form hydroxide ions which are basic in nature (OH-). Here's a complete reaction example : ZnO + H2O + 2 OH- --> Zn(OH).
