if cabinet makes a bill and it need to be passed, then it must be first presented in the lok sabha (lower house), if the bill gets suplort of 2/3rd of the members of parliament. then it goes to rajya sabha (upper house) if over there also it gets 2/3rs of the support then it goes to the president where he need to sign it. With the president's sign the bill is passed. In some cases vidhi sabha's support is also needed.
