To form a more perfect Union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare and secure the blessings of liberty.

So anything the federal government does is under the guise of these constitutional principles. Granted, they are very vague and broad but that is a different discussion.

For the functions of regional or state governments, as granted under the 10th Amendment - “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.” So anything thing else not granted to the federal government is granted to the states or regional governments or the people
