The electrons in an atom do not orbit at random. The electrons orbit the nucleus in shells, and the electrons in those shells follow very specific rules. Each shell has a different number of orbitals, and each orbital has a number of suborbitals, and each suborbital can have up to two electrons. The electrons in each shell are at the lowest energy state when the shell is full, The outermost shell is called the valence shell. In metals, the valence shell has only 1 or 2 electrons, which makes those shells mostly empty. This makes the electrons energetically unstable, and only loosely bound to the nucleus of the atom. When millions of metal atoms come together in a free state (that means not bound by ionic or covalent bonds), then the valence electrons are not bound to any specific atom, and act like a negatively charged “glue” that holds all of the positively charged metal ions in place. While the valence electrons are the glue that holds the ions together, they are still only loosely bound to any individual atom, and they migrate from one atom to the next. As they migrate, they carry energy from regions of high potential to areas of low energy. It is this migration of valence electrons that is responsible for the high thermal and electrical conductivity of metals.
