Mandeleev used some of the criteria for classifying the elements in his periodic table .
Two criterion are :-
# He classified the elements on the basis of the reaction of elements with oxygen .
# He also used the criteria of increasing atomic mass .
Now coming to second question .
>> Hydrogen resembles the character of alkali metals as well as the halogens . So , he was unable to give hydrogen a fixed position .
